California Interscholastic Federation: officials: registration, certification, and eligibility verification

The law creates a uniform way to confirm that high-school sports officials meet screening, training, certification, insurance, and—starting in 2028—clearance requirements before receiving assignments.

What the law does ​

• Requires CIF officials to register annually through a CIF-selected eligibility platform.
• Requires the platform to track standardized background screening through June 30, 2028, then valid Activity Supervisor Clearance Certificates and expiration dates beginning July 1, 2028.
• Requires records of rules tests, online training, annual sport-specific certification, continuing education, and liability insurance.
• Bars assignors and officiating associations from assigning officials to CIF contests unless the platform marks them eligible.
• Requires the Commission on Teacher Credentialing, beginning July 1, 2028, to publish certificate holders whose Activity Supervisor Clearance Certificates are suspended or revoked.
• Requires CIF to have its platform regularly review that list and update affected officials’ eligibility.
• Requires CIF to give participating schools, districts, county offices of education, and charter schools access to verify eligibility without access to sensitive underlying records.
• Specifies that CIF is not the employer of officials.
