Fairs: funding

California directs Fair and Exposition Fund money toward safety, compliance, maintenance, and operations at state fairs.

The law broadens authorized fairground uses and requires most available fund money to be allocated to California fairs on set deadlines.

What the law does

  • Funds fair projects for public health, fire and life safety, emergency services, regulatory compliance, maintenance, site changes, property protection, and facility or property improvements.
  • Allows part of the funding to support fair operations, primarily for fairs with limited revenue sources.
  • Requires money deposited after November 1 to be allocated within 90 days.
  • Requires available fund money to be allocated under an approved expenditure plan by December 31 each year.
  • Starting in 2027, allows a reasonable contingency reserve to carry over annually, with the remaining money allocated each year.
