Beverage containers: recycling: glass: quality incentive payments

The law expands the market for clean, color-sorted recycled beverage glass after funding priority payments for glass made into new beverage containers.

What the law does ​

• Authorizes the Department of Resources Recycling and Recovery, after the year's second semiannual glass-payment disbursement, to use remaining annual incentive funds for clean empty beverage glass used to make non-beverage glass products in California.
• Limits these additional payments to glass that otherwise qualifies for incentives, including color-sorted, substantially contamination-free material.
• Caps the additional incentive at $30 per ton, as determined by the department.
• Retains priority payments of up to $60 per ton for qualifying glass used to manufacture beverage containers in California.

Who it affects ​

• Curbside recycling program operators.
• Certified beverage-container recycling collectors and processors.
• California manufacturers of glass products, including products other than beverage containers.
