Vehicle traction batteries

California requires permanent, standardized labels and state registration for vehicle traction batteries.

Labels will give dismantlers, repairers, remanufacturers, and recyclers key information to safely handle batteries and recover their materials. The program supports reuse, repair, remanufacturing, repurposing, and eventual recycling rather than disposal.

What the law does

  • Requires battery suppliers, starting July 1, 2028, to place permanent, accessible labels on new vehicle traction batteries sold in California.
  • Requires labels to identify the supplier, manufacture date, battery chemistry, capacity, hazardous substances, safety and recall information, and safe-disposal information; certain details may be provided through a QR code.
  • Requires remanufacturers to rebrand and relabel remanufactured batteries, and update composition information when they alter battery chemistry or composition.
  • Requires battery suppliers and remanufacturers to register with the State Air Resources Board within 90 days and update their information annually and on request.
  • Requires the State Air Resources Board to issue implementing and enforcement regulations effective by July 1, 2031, subject to legislative funding.
  • Requires battery suppliers to pay annual fees beginning July 1, 2029, based on their share of California vehicle registrations with traction batteries 10 years earlier, to fund the program.
