Public postsecondary education: civic engagement: recommendations report

The law seeks to help public higher education students better understand American democracy and access meaningful campus civic-engagement opportunities.

What the law does ​

• Requires the California State University and California Community Colleges chancellors, and requests the University of California president, to report recommendations to the Legislature before the 2028–29 academic year.
• Requires consultation with each system’s academic senate on recommendations and any legislative support needed.
• States that democracy-focused instruction should consider civic engagement, civic discord, and institutions including a free press, library access, compulsory education, and federalism.
• Repeals these requirements on January 1, 2033.
