Vallejo Flood and Wastewater District: trustees

AB 912 restructures the Vallejo Flood and Wastewater District board and standardizes trustee pay.

The law reduces the board from eight members to five, adds two public trustees, and changes how Vallejo and Solano County are represented. It also subjects public-member appointments to local appointment-list and vacancy rules.

What the law does

  • Creates a five-member board with two Vallejo City Council trustees, one Solano County supervisor trustee, and two at-large public trustees.
  • Requires the Solano County trustee to live in the district and its alternate to represent a supervisorial district containing district territory.
  • Requires public trustees to live in the district and not serve on the Vallejo City Council or Solano County Board of Supervisors.
  • Sets the first public-trustee terms through December 31, 2027 and December 31, 2029, followed by four-year terms.
  • Pays every trustee or alternate $100 per eligible meeting, capped at three meetings or $300 monthly, plus actual and necessary expenses.
  • Requires annual election of a president, vice president, and secretary, with no extra officer pay.

Who it affects

  • Vallejo City Council members appointed to the district board.
  • Solano County Board of Supervisors members appointed to the district board.
  • District residents eligible for at-large public-trustee appointments.
  • Vallejo Flood and Wastewater District ratepayers and service recipients.

Context

The district must hold public meetings under the Ralph M. Brown Act, and any state-mandated local costs may be reimbursed if approved by the Commission on State Mandates.
