Pupil instruction: math assessments

The law aims to identify young pupils’ math learning needs early and connect those needing help with targeted support. It sets statewide standards while requiring assessments and family communication to account for language, disability, and developmental needs.

What the law does ​

• Requires the State Board of Education to approve assessment-selection criteria and guidance by July 31, 2027.
• Requires the California Department of Education to publish approved assessments and local-selection guidance by January 31, 2028, including tools for English learners and non-English learners where available.
• Requires school districts, county offices of education, and charter schools to publicly adopt qualifying assessments by June 30, 2028, with a self-certified local alternative allowed if it meets state criteria.
• Requires annual assessments of all pupils in kindergarten through grade 2 no later than the 2028–29 school year, including pupils who enroll later.
• Requires local educational agencies to provide appropriate instructional supports or interventions when results identify a need, while barring use of results for high-stakes decisions.
• Requires the department to maintain online intervention and instructional resources by April 30, 2028.

Who it affects ​

• Pupils in kindergarten and grades 1 and 2.
• Parents and guardians of eligible pupils.

• English learners and pupils with disabilities or possible learning needs.

Context ​

The assessments identify math knowledge and learning needs; they are not disability diagnoses and cannot delay required special-education identification processes.
