Controlled substances: gamma-butyrolactone

The law removes state permitting, reporting, and sales-record requirements for qualifying mixtures used in industrial processes, including semiconductor manufacturing.

What the law does ​

• Exempts mixtures containing 70% or less gamma-butyrolactone by weight or volume from specified state controls on obtaining, selling, transferring, exporting, or furnishing GBL.
• Exempts those mixtures from chemical-reagent and solvent bill-of-sale requirements when those requirements apply only because the mixture contains GBL.
• Defines a qualifying mixture as GBL combined with at least one non-inert, non-impurity substance.

Who it affects ​

• Manufacturers, wholesalers, retailers, and other businesses handling qualifying GBL mixtures.
• Semiconductor fabrication facilities and other industrial users of qualifying GBL mixtures.

Context ​

California had regulated GBL at any concentration, while federal rules exempt certain mixtures at or below 70%.
