Community Care Expansion Program

The law requires tribal consultation and protections for tribal sovereignty when program funding is available to tribes. It also removes a property-match barrier for tribes whose federal restrictions limit tribal land ownership.

What the law does ​

• Requires the State Department of Social Services to develop tribal grant applications in consultation with tribes when additional tribal funding is available.
• Requires the department’s tribal liaison, or designee, to participate throughout tribal grant discussions.
• Aligns department-tribe agreements with federal tribal housing grant agreements when practicable and consistent with the program.
• Exempts tribes from contributing real property as a grant match when federal restrictions limit tribal property ownership.

Who it affects ​

• Tribes seeking grants to acquire, build, rehabilitate, or sustain residential adult and senior care facilities.
• Counties and tribes that administer program-funded care-facility projects.
• SSI/SSP and Cash Assistance Program for Immigrants recipients who need licensed residential care, including people experiencing or at risk of homelessness.

The program remains subject to legislative appropriations.
