Healthy Aging Community Partnership Program

SB 971 lets local partners create voluntary healthy-aging programs for older Californians.

The law authorizes locally tailored activities that can support older adults’ health, social connection, and ability to live independently, subject to available local resources and partnerships.

What the law does ​

  • Authorizes local health departments, area agencies on aging, colleges, universities, and county-designated departments to establish Healthy Aging Community Partnership Programs.
  • Allows programs to work with school districts, libraries, faith institutions, and community organizations.
  • Permits activities including technology help, exercise, arts and cultural programs, language learning, shared meals, and other enrichment activities.
  • Makes participation optional for local entities and prevents programs from duplicating or replacing California Community Colleges adult-education services.
