Postsecondary education: Designation of California Asian American- and Native Hawaiian Pacific Islander-Serving Institutions

California creates a five-year designation for colleges that demonstrate strong support for Asian American, Native Hawaiian, and Pacific Islander students.

The designation sets statewide standards for campuses to improve enrollment support, retention, completion, and equity for these students. It also requires public plans and outcome data from participating schools.

What the law does ​

  • Establishes the California Asian American- and Native Hawaiian Pacific Islander-Serving Institutions designation for UC, CSU, community college, and eligible independent college campuses.
  • Requires a two-thirds vote of a new nine-member governing board to grant or renew a designation, each valid for five years.
  • Requires applicants to publish applications with student-outcome data, measurable success and equity goals, and five-year strategic plans.
  • Requires plans to address outreach, academic and basic-needs support, culturally relevant faculty and staff development, responsive coursework, research, subgroup data analysis, and cross-system collaboration.
  • Designates the office of the Chancellor of the California Community Colleges to run the application process, accept and review applications, present them to the governing board, notify applicants, and issue recognition insignia.

Context ​

The governing board must meet at least annually, and its meetings are subject to California open-meeting rules.
