State Seal of Climate Literacy

California creates a voluntary State Seal of Climate Literacy for high school students.

The seal recognizes students who demonstrate climate knowledge, green skills, and practical engagement with local climate issues. It is intended to signal readiness for postsecondary education and careers supporting a sustainable and resilient future.

What the law does

  • Requires the Education Commissioner to recommend award criteria to the State Board of Education by December 31, 2027.
  • Requires the State Board of Education to adopt or modify the criteria by January 31, 2029.
  • Directs the Commissioner to consider criteria including two approved climate-literacy courses and a voluntary, independent experiential project presented by the student.
  • Requires the Commissioner to provide participating local educational agencies with diploma or transcript insignia, implementation information, and student information on relevant college and career pathways.
  • Requires participating local educational agencies to identify eligible students, place the insignia on their diplomas or transcripts, explain available pathways and supports, and establish eligibility-review processes.

Who it affects

  • High school students seeking recognition for climate literacy, green skills, and experiential learning.
  • School districts, county offices of education, and charter schools that voluntarily participate.
  • Employers, higher-education institutions, community organizations, and experiential-learning providers that may engage with student projects or pathways.
