County of Napa: farmworker housing: funding
California authorizes up to $500,000 a year in state matching funds for Napa County farmworker housing, if the Legislature appropriates the money.
The law doubles the prior annual funding ceiling for Napa County Housing Authority farmworker centers. State support remains contingent on equal or greater local matching funds and a specific legislative appropriation.
What the law does
- Raises the maximum annual state match for the Napa County Housing Authority’s Farmworker Centers from $250,000 to $500,000.
- Requires the housing authority to provide equal or greater local funding and show it can continue serving Napa County migrant and other farmworkers.
- Requires the housing authority to maintain the centers’ fiscal integrity and keep them decent, safe, and sanitary for at least 25 years.
- Allows funding for authorized center financing, maintenance, and operating costs.
- Applies state restrictions on housing subsidies for employers that employ certain workers and requires repayment where those restrictions require it.
- Makes the funding increase operative only after the Legislature appropriates money for it in the Budget Act or another measure.
