Planning and zoning: housing development projects: urban lot splits: subdivisions: 2025 Eaton Wildfire: Altadena

SB 1090 pauses streamlined small-lot housing approvals in fire-affected Altadena ZIP Codes beginning October 1, 2026.

The law removes a fast-track state pathway for new townhome-style subdivisions and related housing projects in ZIP Codes 91001 and 91003 through 2029. It preserves the pathway for qualifying applications already submitted and for permanently affordable projects led by specified nonprofit or community land-trust entities.
