Housing development: density bonus: incentives or concessions: labor standards
SB 1383 keeps local labor standards in place for density-bonus incentives on housing buildings taller than 85 feet.
Developers of qualifying affordable-housing projects may receive density bonuses and local regulatory relief, but cities and counties cannot treat relief from specified local labor standards as an incentive or concession for taller buildings.
What the law does
- Excludes reductions, modifications, or other regulatory concessions involving locally adopted labor standards from density-bonus incentives for buildings over 85 feet above grade.
- Applies the exclusion only to local labor standards that do not exceed the referenced state requirements as they existed on December 31, 2025.
