California State University: skilled and trained workforce requirement

The law makes workforce qualifications a condition of competing for and receiving covered California State University design-and-construction contracts.

What the law does ​

• Bars contractors from prequalification, shortlisting, or award unless they commit that all subcontractor tiers will use a skilled and trained workforce for apprenticeable building-trade work.
• Allows compliance through a qualifying project labor agreement binding the contractor and subcontractors.
• Exempts housing development contracts and projects, including dormitories.
• Exempts work performed under an extension or renewal of a CSU project labor agreement entered before January 1, 2027.
