Cerritos Community College District: data sharing

The pilot aims to make enrollment easier for participating local high school students while requiring consent, minimum necessary data, and privacy safeguards.

What the law does ​

• Requires Cerritos Community College District to develop a data-sharing prototype by April 1, 2027, with the Office of the Chancellor of the California Community Colleges.
• Requires the prototype to use only the minimum needed personal information, comply with privacy laws, and specify secure collection, transmission, and storage practices.
• Requires a consent form or process explaining the pilot, its differences from CCCApply and CCCStart, and how student data will be handled.
• Requires the Chancellor’s Office to review and approve or identify deficiencies in the prototype by September 1, 2027.
• Allows approved data-sharing agreements with eligible school districts, county offices of education, and charter schools solely to create community college student records for course enrollment.
• Requires a report to the Legislature by January 1, 2031, and repeals the pilot authority on January 1, 2032.
