State agency officials: training on responding to hate: local agency officials: anti-hate speech training

The law adds practical hate-response and anti-hate speech instruction to public-official training requirements. It also requires a statewide online course to be made available.

What the law does ​

• Requires compensated state elected officials to complete at least one hour of responding-to-hate training within six months of taking office or starting employment, and every two years thereafter.
• Requires the training to cover responding to threats and harassment in and outside public meetings, de-escalation, hate-incident prevalence, and victim resources.
• Requires the Civil Rights Department to develop or obtain and post an online responding-to-hate course.
• Adds anti-hate speech training to required sexual-harassment prevention training for elected local agency officials.
• Requires local anti-hate speech training to address recognizing, reporting, engaging with, and confronting speech targeting people based on protected characteristics.
• Allows officials serving multiple state or local agencies to meet the applicable recurring requirement once every two years.
