California Career Technical Education Incentive Grant Program: revised allocation formula

Starting no later than 2027–28, the program’s allocation formula must, to the maximum extent practicable, distribute all funds appropriated for that year to applicants. The change also makes the department, rather than the Superintendent of Public Instruction, responsible for core program administration.

What the law does ​

• Requires the California Department of Education to develop a revised allocation formula by no later than 2027–28.
• Requires the formula to fully allocate annual appropriations to applicants in the same fiscal year when practicable.
• Assigns the department responsibility for setting and publishing funding formulas, grant amounts, permitted uses, expenditure rules, and grant counts.
• Keeps the department responsible for distributing, monitoring, recovering, and reducing grants when recipients fail reporting, compliance, or matching-fund requirements.
• Requires consultation with the executive director of the State Board of Education and public preliminary disclosure before a regularly scheduled board meeting.
