Lobbyist registration and termination
Lobbyists must file their own certification updates and termination notices directly with the Secretary of State.
The change streamlines lobbying disclosures as California transitions to a new online filing system and keeps responsibility for individual lobbyist filings with the lobbyist.
What the law does
- Requires a lobbyist to submit amended certifications and notices ending lobbying activity directly to the Secretary of State within the applicable 20-day deadline.
- Exempts lobbyists who stop covered activity when a regular legislative session closes from filing a termination notice.
- Aligns related lobbying-report rules with the Secretary of State’s online filing and disclosure system on the specified implementation dates.
- Takes effect immediately to incorporate the direct-filing rule into the CAL-ACCESS Replacement System.
