Board of Behavioral Sciences: licensees: notices

SB 993 lets certain behavioral-health providers withhold some license details from client notices when individual safety is at risk.

The law creates a limited safety exception in psychiatric and correctional settings while preserving clients’ ability to obtain information needed to complain to the Board of Behavioral Sciences.

What the law does ​

  • Allows marriage and family therapists, educational psychologists, clinical social workers, and professional clinical counselors to omit some or all personal license information from required client notices based on individual safety concerns in specified settings.
  • Limits this option to acute psychiatric hospitals, correctional treatment centers, and settings serving incarcerated people.
  • Requires employer authorization, a disclosed process for clients to obtain sufficient identification information to file a board complaint, and preservation of the notice in the client record.
  • Requires the facility or hospital to maintain that identification-request process when information is withheld.
