Regional planning: standardized spatial planning datasets

California will create a public statewide mapping platform for hazard, environmental, and farmland planning data.

Standardized data can help governments use consistent information when preparing land use, infrastructure, housing, transportation, and climate plans. The law keeps local zoning and land use authority unchanged.

What the law does ​

  • Requires the Office of Land Use and Climate Innovation to publish and maintain core standardized spatial datasets on a public online platform by July 1, 2028.
  • Requires datasets covering wildfire, flood, and sea-level-rise hazards; sensitive natural resources; protected lands; and agricultural value, including Williamson Act lands.
  • Requires the office to issue agency guidance by January 1, 2029, update data when source agencies revise it, and provide requested technical assistance.
  • Allows state, regional, and local governments to consider the datasets in land use, infrastructure, transportation, housing, and climate planning.
