Infrastructure revitalization financing districts

Cities may use infrastructure revitalization financing districts to help fund private entertainment and sports facilities.

The law expressly treats entertainment and sports venues as eligible commercial or industrial projects of communitywide significance. That makes them eligible for this local financing tool, subject to its existing limits.

What the law does ​

  • Adds entertainment and sports facilities to eligible private commercial or industrial structures that districts may finance.
  • Retains authority to finance long-lived capital projects, related planning and design, and specified financing costs.
  • Bars financing for routine maintenance, ongoing operations, or service delivery.
  • Keeps the requirement that districts setting aside dwelling units reserve at least 20% for low- and moderate-income housing.
