Mobilehomes and manufactured housing: registration and titling documentation
California will require electronic acceptance of verified lien-release signatures for mobilehome and manufactured-housing title records by 2028.
The law removes the need for an original paper signature when a legal owner releases a security interest, making lien-release paperwork easier to submit and process.
What the law does
- Requires the Department of Housing and Community Development, beginning January 1, 2028, to accept verified electronic signatures on documents releasing or satisfying a legal owner’s security interest.
- Gives qualifying electronic signatures the same legal effect as original signatures.
- Bars the department from requiring a wet signature for those legal-owner lien releases.
