California will require tobacco retailers to post free state-provided lung cancer screening and quitting-resource signs starting in 2028.
The law uses retail locations to increase awareness of lung cancer screening and connect people to tobacco-cessation support.
What the law does
- Requires the State Department of Public Health to offer compliant signage free online by July 1, 2027.
- Requires signs to provide lung cancer screening eligibility and effectiveness information, plus Kick It California contact information or a QR code linking to it.
- Requires retailers to conspicuously display the sign at every retail location beginning January 1, 2028.
- Authorizes a $500 civil penalty for each retail-location offense and deposits collected penalties into the Cigarette and Tobacco Products Compliance Fund.
Who it affects
- Retailers of cigarettes or tobacco products.
- People who may be eligible for lung cancer screening or seeking help to quit tobacco.
- The State Department of Public Health and California Department of Tax and Fee Administration.
Context
The required sign may be no larger than 8.5 by 4 inches.
